Dual lawsuits follow City Council’s Aug. 4 uphold of LADWP’s $800M Scattergood hydrogen-ready retrofit

On Aug. 4, 2026, the Los Angeles City Council voted 10–3 to deny a CEQA appeal and uphold LADWP’s Final EIR for the roughly $800 million Scattergood Units 1–2 hydrogen-ready retrofit. Two Superior Court suits now challenge an undefined hydrogen supply and deferred infrastructure analysis.
